BC teachers vote 89 per cent in favour of strike action to support demands

VANCOUVER - The union representing 41,000 teachers in British Columbia has voted overwhelmingly in favour of job action, although its president says there will be no immediate school closures or disruptions to students, and members are committed to a negotiated settlement. The B.C. Teachers' Federation announced late Thursday night that 26,051 teachers, or 89 per cent of those who cast ballots, voted in favour of taking job action during a three-day provincewide vote. The results of the vote mean the union now has 90 days to initiate some kind of job action if it chooses to. "The strike vote is the first stage to put pressure on," said Jim Iker, the union president.

The massive rewrite of the Canada Elections Act will increase party spending and decrease voting among some groups, all the while failing to provide the investigative powers needed to get to the bottom of election fraud, Marc Mayrand told a House of Commons committee Thursday. "In Canada, electoral fairness has traditionally been understood to mean maintaining a level playing field among parties and candidates by the imposition of strict spending limits," Mayrand said. It took five years and dozens of spirited denials in the House of Commons before the Conservative party finally pleaded guilty in 2011 to significant overspending in the 2006 campaign — a plea deal that Conservative MP Pierre Poilievre celebrated as a victory.

THE CANADIAN PRESS/Paul ChiassonTORONTO - The National Energy Board issued a green light Thursday to energy giant Enbridge's plan to reverse the flow and increase the capacity of a pipeline that has been running between southern Ontario and Montreal for years. The 141-page decision on the controversial Line 9 comes some four months after the federal regulator held public hearings on the Calgary-based company's proposal. "The board's decision enables Enbridge to react to market forces and provide benefits to Canadians, while at the same time implementing the project in a safe and environmentally sensitive manner," the NEB said in a statement. "Enbridge will be permitted to operate all of Line 9 in an eastward direction in order to transport crude oil from Western Canada and the U.S. Bakken region to refineries in Ontario and Quebec."

Two families whose children were ordered removed from their custody left Canada for Guatemala this week, but some of the travellers were detained in Trinidad and Tobago during a stopover, according to a Lev Tahor member's email to supporters, which was obtained by The Canadian Press. Immigration authorities in Trinidad met Wednesday with Canadian Embassy officials about the case, said Marcia Hope, a spokeswoman for that country's Ministry of National Security.

The budget caps spending growth, while making small investments in child care, rental assistance and small business. The governing NDP's popularity has plummeted since it raised the provincial sales tax by one percentage point last year — after promising in the last election campaign not to raise taxes. If it's ever allowed in Montreal, there would only be a two-hour gap when bars couldn't serve alcohol — between 6 a.m. and 8 a.m. Coderre added that even his Montreal police chief agreed there's a big impact on the streets. Jean-Marie De Koninck, a longtime proponent of highway safety, said staying open until 6 a.m. would allow drinkers to gradually empty out the bars.

The province will run a consolidated surplus of $1.1 billion, the first surplus in six years, in the 2014-15 fiscal year, Finance Minister Doug Horner said Thursday. There will be no new taxes and no tax increases, and Alberta will retain its status as Canada's only province without a sales tax. Horner said the province is also earmarking $1.1 billion over the next three years to help Calgary and southern Alberta recover from last year's extensive flooding.

The school board, Conseil scolaire de district catholique Centre-Sud, said in a statement Thursday that the teacher's actions reflected poor judgement. The board says it regrets the incident at a Simcoe, Ont., school took place and offered "sincere apologies" to the eight-year-old student and her family. The girl's mother says the teacher took the banana from the garbage, peeled it with her bare hands, broke off a piece, ate it, then instructed the girl to eat the rest.


Canadian regulators approve Enbridge's Line 9 plan

The "Line 9" Enbridge oil pipeline is worked on in East Don Parkland in TorontoBy Julie Gordon VANCOUVER (Reuters) - Canadian regulators on Thursday approved Enbridge Inc's Line 9 oil pipeline reversal and expansion, conditional on the country's largest pipeline company undertaking additional work on consultation and safety. Enbridge plans to reverse its Line 9B pipeline, which extends from southern Ontario to Quebec, and boost capacity of the entire Line 9 line by 25 percent to 300,000 barrels per day (bpd), in order to ship western oil to refineries in Eastern Canada. The approval by the National Energy Board (NEB) was widely expected, as the plan uses existing infrastructure, requires no new pipeline and much of the work will take place on Enbridge property or right-of-ways. "The board's decision enables Enbridge to react to market forces and provide benefits to Canadians, while at the same time implementing the project in a safe and environmentally sensitive manner," the NEB said in its report.


Canada says won't recognize a referendum in Crimea

An attack helicopter, believed to Russian, flies over a Russian military base in at Crimean port of SevastopolCanada will not recognize any referendum held in the Ukrainian peninsula of Crimea as long as Russia maintains its "illegal military occupation" there, Prime Minister Stephen Harper said on Thursday. Crimea's parliament voted to join Russia on Thursday and its Moscow-backed government set a referendum on the decision in 10 days' time. "Russia's invasion of Ukraine is an act of aggression, a clear violation of Ukraine's sovereignty, and of international law. Canada will not recognize a referendum held in a region currently under illegal military occupation," Harper said in a statement.
