Harper suspends joint military activities between Canada and Russia

Canada's PM Harper speaks during Question Period in the House of Commons on Parliament Hill in OttawaOTTAWA - Canada has suspended all joint military activities with Russia, Prime Minister Stephen Harper said Tuesday as Vladimir Putin lashed out at threats of sanctions against his country and accused the West of sowing divisions within Ukraine. Canada will no longer take part in an anti-terrorism drill involving Canadian and Russian air forces and has pulled out of scheduled meetings, Harper said in a statement. "We continue to view the situation in Ukraine with the gravest concern and will continue to review our relations with President Putin's government accordingly," the statement said. The move came a day after the House of Commons unanimously passed a motion condemning Russia's military intervention in the country, which has been riven by protests for months.

Tribunal sides with B.C. First Nation in historic land-claims fight

First Nations walkers finish journey in OttawaVANCOUVER - It may have taken more than 150 years, but justice over a long-standing land claim finally arrived for a First Nation in British Columbia's Interior in a ruling the elected chief says left her "literally shaking." An independent, federal tribunal, known as the Specific Claims Tribunal, ruled Friday that the colony of British Columbia failed to protect the Williams Lake Indian Band's land from settlement during the 19th century and recover it in cases where it was "unlawfully pre-empted." Referred to as the "Village Lands," the band's claim encompasses the present-day downtown core of Williams Lake, B.C., its stampede grounds, as well as areas known as Williams Creek and Scout Island. "I was extremely elated, I was so taken aback by it, I was literally shaking, I was just so honoured that, you know, finally we've come to this decision," said Chief Ann Louie.

Girling's confidence helps project a sense of inevitability around the $5.4 billion project, which supporters say would create badly needed jobs, and offset a recent unfavorable Nebraska court ruling and more than five years of political wrangling in Washington. "It is the next pipeline that is going to be built" in the United States, Girling said in an interview at the IHS CERAWeek energy conference in Houston. It's the right thing to do." Girling sought to reassure many of the Canadian company's customers attending the conference, the largest gathering of energy companies in the world, that Keystone XL ultimately would open and be able to transport their crude oil to Texas refineries.

Rob Nicholson says an "insensitive bureaucratic screw-up" resulted in the one-cent cheque being sent to the mother of Cpl. The cheque, dated Feb. 28, was sent from the Public Works department, and was marked as "CF Release Pay." Stark was a 22-year-old Canadian Forces reservist who died in late October 2011 in an incident at an armoury in Hamilton, Ont. His seven-month tour of Afghanistan had ended earlier that same year.

Quebec, federal government reach deal on job-training funding program

OTTAWA - The federal government and Quebec have reached an agreement on job training right before a probable election call in the province. Federal Employment Minister Jason Kenney and Quebec Labour Minister Agnes Maltais made the announcement at separate news conferences Tuesday afternoon. Ottawa and Quebec reworked a current labour market deal that will be valid for six more years. "This includes all the advice we received from employers and unions in Quebec and it reflects the specificities of the Quebec model," Kenney told a news conference in Ottawa.
