Manitoba First Nation probed over loans, advances to former band council, staff

OTTAWA - A First Nation on the shores of Lake Manitoba is being investigated over loans and advances paid to its former band council and staff, newly released documents show. Professional auditors from the firm KPMG are also looking into payments made to build off-reserve housing as well as social-assistance payments to senior administrators and the former chief and councillors of the O-Chi-Chak-Ko-Sipi First Nation. Documents obtained by The Canadian Press under the Access to Information Act provide an overview of KPMG's audit work, which covered the period from April 2009 to March 2012. The auditors were asked to take a closer look at loans and advances paid to 13 people who were "certain senior administrators, or were members of the council," according to the documents.

It's a "backdoor way for industry to bring tankers to the coast without the same sort of public oversight or public process that we've had around the Enbridge pipeline or would have around the Kinder Morgan pipeline," said Ben West, campaign director for ForestEthics. A joint provincial working group was announced by premiers Christy Clark and Alison Redford in July to develop recommendations related to energy exports and the opening of new export markets for products like bitumen for the two provinces, including pipeline and rail transport.

A Dec. 5 report from the PBO estimated the government could achieve a surplus of $4.6 billion by 2015, nearly $1 billion more than the estimate included in the November economic update. In an interview with CTV's Question Period, Flaherty said Canada could have a bigger surplus than projected if both the domestic and U.S. economies continue to gain strength. "And the OECD and the IMF have both said to Canada, we ought to let our interest rates go up a bit, so there will be some pressure there for that to happen."

More boreal forest protected in 2013 but challenges remain: scientist

AB2Canada has made significant strides in protecting the vast boreal forest that stretches across most of its provinces and territories, but the world's largest intact forest ecosystem still faces threats, says an environmental group. The amount of boreal forest under some form of government protection has doubled since 2007 to about 12 per cent of the total area, biologist Jeff Wells of the Canadian Boreal Initiative said recently. The boreal forest is the huge swath of green that stretches from Newfoundland to the Yukon.

Kennedy International Airport on Sunday, halting flights at the airport for two hours and causing residual delays. "It could have been worse, a much worse scenario," Jordan Houlton told reporters after he emerged from Delta Connection 4100 along with 34 other passengers and crew members about 90 minutes after the slippery diversion of the CRJ2 aircraft. Federal Aviation Administration spokeswoman Kathleen Bergen said there was no immediate report of injuries after the plane landed safely at 8 a.m., only to lose its footing and slide into snow as it turned from the runway onto a taxiway. The plane was then towed to a gate with passengers on board, she said.

Alberta Sheriffs were alerted by a concerned motorist about a vehicle travelling southbound on Highway 2 near Carstairs in central Alberta. The show, hosted by comedian Daniel Tosh, pokes fun at videos from the Internet — often at the moronic antics of some drivers. Icy conditions snarled travel across the Midwest and thousands of flights were canceled or delayed, days after the Northeast was hammered by the first winter storm of the season. "The coldest temperatures in almost two decades will spread into the northern and central U.S. today behind an arctic cold front," the National Weather Service said on Sunday. "Combined with gusty winds, these temperatures will result in life-threatening wind chill values as low as 60 degrees below zero (Fahrenheit/minus 51 degrees Celsius)." In weather that cold, frostbite can set in on uncovered skin in a matter of minutes, experts warned.


Canada could have larger-than-expected surplus, says finance minister

We're in good shape," Finance Minister Jim Flaherty said in an interview with CTV's "Question Period". Canada had run 11 straight budget surpluses before plunging back into deficit following the 2008 financial crisis. Canada's federal budget deficits have paled in comparison with those of the United States, even adjusting for the fact the U.S. economy is roughly nine times as big.
