RCMP and protesters clashed on Highway 11 near Kouchibouguac National Park this week over controversial shale gas exploration in the Rexton, N.B., area.FREDERICTON - The chief of the Elsipogtog First Nation says the fight to halt shale gas exploration in New Brunswick will go on despite a court ruling Monday rejecting his request for an injunction to stop seismic testing. The province's Court of Queen's Bench dismissed Aaron Sock's application for an injunction, saying there was no evidence that plans by SWN Resources to proceed in its search for shale gas would amount to a degree of harm to Elsipogtog. The lawyer for Elsipogtog had argued Friday that the provincial government failed to properly consult with First Nations before granting exploration licences to SWN Resources. In his application for the injunction, T.J. Burke also said there is a risk of the type of violent clash that erupted last month between police and protesters near Rexton if exploration is allowed to continue.

Prime Minister Stephen Harper announced the increase Monday during a visit to a Toronto Catholic parish where he met members of the Filipino-Canadian community. "Our government has taken decisive action to address the ravages of the typhoon by working closely with the Filipino-Canadian community, relief agencies and the government of the Philippines to provide ongoing support to those who need it most," Harper said in a statement. In an interview later Monday with Winnipeg radio station CJOB, Harper urged Canadians to take advantage of the government's offer to match aid contributions dollar for dollar.

JOHN'S, N.L. - Ottawa is failing to act on key safety recommendations for the offshore oil sector, say families whose loved ones died in a helicopter crash off Newfoundland in 2009. Transport Canada is proposing new regulations that would ground offshore choppers in weather or sea states that would make ditching in water unsafe. But Lori Chynn, whose husband John Pelley died in the disaster, said she's frustrated that Ottawa hasn't acted to ensure choppers can run without gearbox oil for at least 30 minutes. The Transportation Safety Board recommended a 30-minute run dry time in its 2011 report into the crash.

MP Pat Martin, who is also chair of the House of Commons committee on access to information, accused successive Liberal and Conservative ministers of breaking their promises to fix the legislation. Martin told a news conference the NDP wants to give Canada's information watchdog the power to order departments and agencies to release documents. Currently, the information commissioner of Canada has only limited powers and must sometimes go to court to challenge recalcitrant departments who refuse to turn over documents.

Earlier at a tumultuous City Council meeting, members voted to slash Ford's office budget and transfer some of his powers to Deputy Mayor Norm Kelly, among other limitations, by a vote of 36-5. "This is a coup d'etat," Ford told council, denouncing the motion. Ford intends to seek re-election next year and warned councilors that the campaign would rival the 1991 Gulf War.
