Budget slashing at DND brings military back to 2007 spending levels: analyst

Defence cuts controversyOTTAWA - Years of budget-cutting at National Defence has removed as much as $30 billion from the Harper government's original defence strategy, smudging much of the spit and polish on its claims of investing in the military, a defence economist says. The cumulative impact of the government's strategic review, deficit reduction plan and postponement of capital purchases means the department is actually going backwards in terms of spending, said Dave Perry, a senior analyst at the Conference of Defence Associations Institute. "As a result, adjusting for inflation, the Department of National Defence will spend less money this year than it did in 2007," Perry, who has conducted an exhaustive analysis of the numbers, told his organization's annual forum on Friday. "This means that the defence budget is now lower than it was before the Canada First Defence Strategy was launched."

The Alberta Gaming and Liquor Commission says it will allow all licensees to serve liquor as soon as the puck drops at 5 a.m. MST. CEO Bill Robinson says the commission appreciates the enthusiasm of people who want to gather to watch the game. Officials and police in Prince Albert asked the province not to allow bars to open early in their community.

Winnipeg facility will study vaccine development, and be hub for HIV research

WINNIPEG - Canada's public health agency has officially opened a new infectious diseases research facility in Winnipeg. The agency says the J.C. Wilt Infectious Diseases Research Centre will complement the agency's existing National Microbiology Laboratory in the city by providing extra capacity for diagnostic testing during emergencies. It will also carry out early vaccine development research, and act as a hub for HIV and AIDS research. The centre was named in honour of Dr. John Charles Wilt, who was a pioneer of infectious disease research in Winnipeg.

Family asks for help in search for Loretta Saunders, missing for over a week

Missing university student's sister makes plea for helpHALIFAX - The sister of a missing university student in Halifax made an emotional appeal Friday for help in finding the young Inuit woman, saying her older sibling would do exactly the same thing if she disappeared. Delilah Terriak asked anyone who may have seen Loretta Saunders or her blue car to contact police, adding that she and dozens of supporters planned to plaster the city with posters bearing pictures of the missing 26-year-old. "She is so strong and that's what's keeping me going through this — knowing that she wouldn't want us wasting time crying," she said at a native friendship centre in Halifax. OTTAWA - The federal government has agreed to two key demands from the provinces and territories on its contentious Canada Job Grant, a development that could pave the way for a deal on the national job-training program, The Canadian Press has learned. Federal Employment Minister Jason Kenney sent what he called a final counter-proposal to his provincial and territorial counterparts on Friday that addresses the primary obstacles to an agreement. The offer, obtained by The Canadian Press, states that the federal government "agrees with the main request by provinces and territories in their most recent offer and will allow maximum flexibility in the source of funding for the program." Ottawa, meantime, will continue to transfer $2.1 billion a year in training-related funds to the provinces.

The Parti Quebecois currently heads a minority government, and has a comfortable lead in the polls. If Premier Pauline Marois decided not to call an election on her own, her Parti Quebecois would need the support of either the Quebec Liberals or the Coalition Avenir Quebec (CAQ), but both have said they oppose the budget. "It will be impossible for us to support the budget," Quebec media quoted Liberal leader Philippe Couillard as saying.
