Premier Christy Clark says she expects changes in the way WorkSafeBC conducts investigations.By Julie Gordon and Jennifer Kwan VICTORIA, British Columbia (Reuters) - British Columbia's government on Tuesday projected a budget surplus for the next three fiscal years and gave details on a new tax regime for its nascent liquefied natural gas (LNG) industry. The Western Canadian province is expected to have a budget surplus of C$184 million ($167.94 million) in 2014-15, C$206 million in 2015-16 and C$451 million in 2016-17, the Liberal government said in its first budget since it was re-elected in May with a majority. Finance Minister Michael de Jong said the province will keep the books balanced by controlling spending, working with the private sector on jobs and encouraging economic growth, with a focus on resource development. Before budget day, de Jong had warned there would be few goodies, though the province did introduce legislation for a previously announced new early childhood tax benefit and revealed a break for first-time home buyers related to a property transfer tax.

"Mavis Gallant was a marvellous short story writer and a constant hopeful influence on my life," Nobel Prize-winning short story master Alice Munro said in a telephone interview from Victoria. Gallant died Tuesday morning in her Paris apartment, said publisher McClelland & Stewart. "Without exaggeration she was one of the finest writers Canada has ever known," Doug Pepper, publisher of Signal/McClelland & Stewart, said in a statement.

OTTAWA - A military family that took a $77,000 loss selling their Edmonton-area home because of a forced transfer is challenging the Conservative government in Federal Court. Maj. Marcus Brauer is protesting a federal Treasury Board decision that denied him full compensation for lost equity under a long-standing Defence Department policy. The Harper Conservatives also remained silent Tuesday after two days' of political attacks on former lieutenant-general and star Liberal candidate Andrew Leslie's $72,000 moving bill. But he did say he's been scrambling to make ends meet following a $77,000 equity hit in his move to Halifax, and has been appealing for donations to cover the estimated $20,000 needed to keep the Federal Court challenge going.

VANCOUVER - The guardian of a British Columbia boy who was jolted by a police Taser while in government care is suing the province for subjecting him to neglect and abuse that a court document says left him traumatized. The court document says the Public Guardian and Trustee of British Columbia is suing the Ministry of Children and Family Development for negligence and breach of fiduciary duty. It alleges the ministry consistently put the boy in homes where he suffered emotional and physical abuse.

Rail safety working group says better funding needed for rail safety improvement

OTTAWA - It is not at all clear that Transport Canada has the resources to approve, inspect and maintain current emergency response plans, let alone enough funding for a recommended expansion of the program, says a government-commissioned rail safety report. A working group made up of first responders, shippers of hazardous goods, oil and gas companies and municipal leaders says "there is an urgent need to identify and implement an effective response to the dangers presented by large spills of flammable liquids such as the highly volatile Bakken crude oil, ethanol and other products." The study is one of three that were commissioned by Transport Minister Lisa Raitt in the wake of last summer's deadly derailment, fire and explosions in Lac-Megantic, Que., which claimed 47 lives. "The public need assurance that in the event of another incident, a plan and resources are in place to mitigate the impact of the incident on lives, property and the environment," said the report, delivered Jan. 31 and quietly posted to the Transport Canada web site last Friday.

Canada signals medical aid to Ukraine activists and condemns violence: Baird

OTTAWA - Foreign Affairs Minister John Baird says Canada will be providing further assistance to make medical care available for Ukrainian activists. In a release condemning the violence that left at least 18 dead in street battles in Kyiv on Tuesday, Baird said a contribution will be made to a Ukrainian non-governmental organization. Fewer than a dozen protesters sought refuge Tuesday in the reception area of the embassy in Kyiv to escape the violent crackdown. Canadian embassy workers are safe and accounted for, spokesman Adam Hodge said.

By Julie Gordon and Jennifer Kwan VICTORIA, British Columbia (Reuters) - British Columbia on Tuesday provided long-awaited details on a new income tax for its nascent liquefied natural gas (LNG) industry, as Canada's westernmost province released its second consecutive balanced budget. The coastal province is eyeing a two-tier tax that would apply to income from the liquefaction of natural gas, the process of cooling gas into a liquid to be transported by ship, at facilities in British Columbia.
