Quality assurance caught cancer test errors quickly, Eastern Health says

Eastern Health CEO Vickie Kaminski says the the new quality assurance program is a result of the Cameron Inquiry, which looked into a breast cancer scandal involving the health authority between 1997 and 2005.Newfoundland and Labrador's largest health authority has apologized after nine breast cancer patients were given the wrong results, but credits its new quality assurance program for quickly detecting the mistakes.

MONTREAL - A former prime minister and an ex-Quebec premier say they don't think the Senate expenses scandal is a good enough reason to get rid of the upper chamber. Senate abolition and reform was just one of the topics that was broached by Brian Mulroney and Jean Charest on Friday during a panel discussion on federalism. Charest, who was premier until his provincial Liberals were beaten by the Parti Quebecois in September 2012, made it clear that he was not impressed with all the talk about abolishing the Senate over alleged expense account misspending. "Is there a business where, if there's a matter involving an expense account, where it would say, 'we're going to close the business?' " Charest wondered out loud.

Deadly pig virus spreads in OntarioCHARLOTTETOWN - A national agency is reporting the first suspected case of a deadly pig virus in Prince Edward Island. The Canadian Swine Health Intelligence Network issued a bulletin on Thursday that says a case of suspected porcine epidemic diarrhea virus was detected by a veterinary lab on the Island overnight Wednesday. The agency — which distributes information to the industry and government departments — says in a memo the regional test has been sent to the National Centre of Foreign Animal Disease in Winnipeg for confirmation. Chris Byra, manager of the swine intelligence network, said in an interview the confirmation by the federal lab in Winnipeg is likely to come swiftly.

MONTREAL - A plan launched by the Quebec government to help fund oil exploration on a remote Gulf of St. Lawrence island is raising concerns the province is taking too big a risk with taxpayer cash. Premier Pauline Marois announced Thursday her government would finance up to $115 million in joint ventures with several oil companies to drill on Anticosti Island, an endeavour she says could bring $45 billion in benefits to Quebecers over the next 30 years. But one critic of the project says the amount of recoverable unconventional oil locked underneath Anticosti has been exaggerated, insisting no more than 1.5 per cent of its estimated 30-billion-plus barrels can actually be extracted. Marc Durand, a retired geological engineer, says the government's plan has the potential to bring in around $40 billion.

Jeffrey Baldwin was a healthy baby when he and his siblings were placed in the care of their grandparents, but over the next few years the boy fell multiple times through society's safety nets and starved to death, locked in a cold, fetid bedroom. Elva Bottineau and Norman Kidman had both previously been convicted of abusing children — Bottineau was convicted after her first baby died and was found to have multiple fractures, while Kidman was convicted after a beating sent two of Bottineau's other children to hospital. "We should have known who Elva Bottineau and Norm Kidman were," she said after the jury's verdict.

LAS VEGAS, Nev. - Oscar nominated Canadian actress Ellen Page has come out as gay, declaring that hiding her sexuality has caused her years of suffering. Page went public Friday night in Las Vegas during an emotional speech to the Time to Thrive conference — an LGBT youth event sponsored by the gay advocacy group Human Rights Campaign. The audience stood and applauded when she told the conference "I'm here today because I'm gay, and maybe I can make a difference to help others have an easier and more hopeful time."

The report, made public by Transport Canada late on Friday, also said that older model DOT-111 cars should be retrofitted or retired over the longer-term, and recommended a feasibility study on how those retrofits could be performed. A series of accidents, including the derailment and explosion that killed 47 people in Lac-Megantic, Quebec, in July, has forced regulators and the industry to re-examine the safety of tank cars that transport oil. In the wake of the Lac-Megantic disaster, Canada's transport minister in November commissioned three working groups including industry and unions to study the classification of dangerous goods, emergency response, and the DOT-111 cars, and make recommendations.

The Conservatives pledged in 2011 that once the budget is balanced they would let couples with children reduce taxes by sharing their income for tax purposes, similar to U.S. rules whereby couples get a lower tax bracket when they file jointly. There are various ways of doing that," Flaherty told a news conference in North Vancouver, British Columbia, that was dominated by questions on income splitting.
