| Conservatives mull position on colleague's parliamentary reform bill Posted: 04 Dec 2013 02:22 PM PST OTTAWA - Prime Minister Stephen Harper and his cabinet have yet to weigh in formally, but a Conservative MP's bid to reform Parliament is already creating a lively debate within the party caucus. At their weekly meeting Wednesday, Harper did not say whether he would allow a full free vote on Michael Chong's so-called "Reform Act of 2013." MPs are usually allowed to vote their conscience on private member's bills, but whether Harper would extend that liberty to cabinet ministers is unknown. In the meantime, the level of support among both opposition parties and Conservatives might well figure into the calculation by the Prime Minister's Office.

| Conservatives and NDP battle in war of words over competing energy policies Posted: 04 Dec 2013 02:23 PM PST OTTAWA - Tom Mulcair says an NDP government would turn on its ear a Conservative policy that permits government to override environmental assessments of major energy projects. He would allow government to kill projects before they even got as far as an environmental assessment. "There are some things that some people would send to the NEB (National Energy Board) that we would say no to," Mulcair told reporters at downtown Ottawa hotel Wednesday. The NDP leader had just rolled out his party's energy policy in a speech to the Economic Club of Canada, where he promised to "take arbitrary powers out of the hands of cabinet."

Gerstein, who heads the Conservative party's fundraising arm, has been identified in RCMP documents as a central figure in the scheme to reimburse Sen. Mike Duffy for his invalid expense claims and to interfere in an independent audit of Duffy's expenses.

| Redford cleared in ethics probe over government contract to ex's law firm Posted: 04 Dec 2013 05:24 PM PST EDMONTON - Alberta Premier Alison Redford was cleared Wednesday in an ethics investigation over a potentially lucrative government contract awarded to her ex-husband's law firm. But opponents say the ruling makes clear that Redford, who has denied picking the law firm that employs Redford's ex-husband Robert Hawkes, did indeed make the decision. Ethics commissioner Neil Wilkinson, in his report, said while Hawkes's firm was chosen by the Justice Department in late 2010 as part of a consortium to sue Big Tobacco, then-justice minister Redford took a hands-off approach with the selection committee. He said Redford also didn't decide which firms would be short-listed. |

| Grandma shows no emotion when she looks at photo of boy she starved to death Posted: 04 Dec 2013 05:23 PM PST TORONTO - A woman who so severely neglected and starved her grandson that he withered away and died glanced without emotion at an autopsy photo of his skeletal frame at a coroner's inquest Wednesday. By the time Jeffrey Baldwin died in 2002 at age five he weighed the same as he did on his first birthday and wasn't able to lift his own head. After Bottineau spent hours at the inquest Wednesday disparaging the parenting skills of her daughter — Jeffrey's mother — and touting her own, lawyer Jordan Goldblatt displayed the shocking photo on the screen. What did rile her up were frequent references to "Eve Bottineau" and "Eve Kidman" in Catholic Children's Aid Society documents by the family's caseworker.

| Police believe Ford offered to buy video for $5K and a car, document says Posted: 04 Dec 2013 06:52 PM PST TORONTO - Police believe they overheard people on wiretaps during a gang investigation saying Toronto Mayor Rob Ford offered $5,000 and a car in exchange for a video, according to a newly released police document. Toronto police were in the midst of that large investigation, known was Project Traveller, when the mayor's name surfaced on the intercepts in March and April, police allege. The document, containing allegations not proven in court, suggests some of the Project Traveller targets also talked about using images of Ford using drugs to blackmail him. They were also heard saying they "love and respect Rob Ford," but have evidence of him in a lot of messed up situations and don't want to say anything, the document says.

The existence of an alleged video was initially reported in May by the Toronto Star newspaper and media website Gawker. Ford said at the time that he could not comment on a video he had not seen "or does not exist." But according to police notes of a recorded phone conversation involving two suspected gang members, Ford was aware of the video's existence in March, and offered to buy it.
